Haryana Chief Minister Manohar Lal Khatter told media persons that according Dr Kamal Gupta Minister for urban local bodied department in the state nearly 12 lakh properties have been identified not in order for property tax in urban areas in the state, besides nearly 43 lakh properties called upon to pay property tax within this month under the government’s tax waiver scheme. He advised property owners or occupiers should take full advantage of the scheme by depositing all dues of property tax before December 31, 2022 under the house tax interest waiver scheme implemented by the government in urban areas. He said, under this scheme complete interest is being waived on the outstanding house tax amount adding that about 33 lakh property IDs have been made.
Information reveals that after a survey, out of the total 43 lakh properties, more than 23.50 lakh new properties were identified, out of which 1.98 lakh objections were registered and nearly a lakh objections had been resolved, nearly 60,000 objections cancelled and about 30,000 still pending and now officers below the rank of district municipal commissioner have been authorized to remove these objections so that these can be resolved quickly. Information also reveals that decision has been taken for parking areas at crowded places in 11 cities Gurugram, Faridabad, Yamunanagar, Panipat, Karnal, Rohtak, Hisar, Panchkula, Sonepat, Manesar and Ambala in the state for two-wheelers and four-wheelers.
Chief Minister told media that that during property survey by a Jaipur based company Yashi Consultant nearly 12 lakh properties were found having incorrect data about the property provided by the owners in order to save property tax causing revenue loss to the government worth Rs 540 crore on nearly 30.82 lakh properties in the state every year. He said, according to new updated data collected by survey teams the total number of nearly 42.75 lakh properties has been observed having incorrect detail about the property causing revenue loss to the urban local bodies department nearly Rs 450 crore annually likely to bring revenue earnings to government towards house tax revenue to Rs 992 crore in future. Sanjay Gupta proprietor of Yashi Consultant Company conducted survey of properties in the state told that nearly 33% properties were found closed as such fresh data of such properties could not be collected.
According to Dr Kamal Gupta, a decade ago there were 30,82,000 properties are registered in the record and according to present survey 42,75,000 properties existing in the state have been recorded which include nearly 33% properties where details could not be obtained for one reason or the other. Information reveals that survey report was completed in 2020 but could not be recorded on line due to epidemic outbreak in the state. He told that during this survey lot of difference in information according to property registration documents were observed during survey. Dr Kamal Gupta told that decision has been taken to recover house tax according to the updated information and registration documents in future.
Chief Minister told media persons that state government has decided to recognize as many as 1200 unregistered colonies in the state likely to give New Year gift to those owning residential properties in such unrecognized colonies illegally at present. He said, officers of urban local bodies department have been directed to visit such colonies to prepare a list of developments, construction of roads required in these colonies as well as essential necessities available in these colonies enabling to start work on pending developments. Chief Minister said, registration of properties in illegal colonies will not be permitted in future and strict action will be taken against those violating rules as well as officers involved in registration of any property in a unrecognized colony. Dr Kamal Gupta said during survey, 2,237 illegal colonies have been identified in the state of these there are 1,399 colonies in the urban body area of these 1200 colonies are likely to be recognized.
