Female foeticide cases on rise in Haryana as desire to have male child mounts

Desire to have male child among married couples, according to a recent Chief Minister Good Governess Associates Report, has brought drastic rise in illegal sex determination in pregnant women and female foeticide cases in past few years in Haryana state at the time the state ruling government launched and spent huge amount on the awareness of its dream project ‘Beti Bachao, Beti Padao’.

Sources reveal that since after ruling government came to power, in spite of stern action and raids on this illegal practice by state health department   large number of ultrasound centres were sealed and doctors involved in female foeticide practice were sent behind the bar in past couple of years. In spite of severe actions this illegal business has witnessed increase in the cases registered PNDT and MTP Act in the state between the years May 2015 till October 2018.

The report discloses that as many as 1,867 cases were registered by the police against those arrested in this illegal business with effect from May 2015 till October 2018, which included 988 cases registered under PNDT Act and 879 cases registered under MTP Act allegedly selling medical termination kits in which Panipat district was leading in this illegal practice,

The report also discloses that record number of 645 cases including 345 cases were registered under PNDT Act and 300 cases registered under MTP Act were reported to the police during the first six months of current financial year 2018, which include, which is a matter of deep concern Cabinet Health Minister Anil Vij said and stern action in this regard would be taken in this regard, he said.

The date projected by state health department reveals that since from the year 2016 till October 2018, as many as 158 cases were registered at Panipat, 153 cases at Faridabad, 146 cases at Yamunanagar, 100 cases at Ambala and 89 cases. However, Mewat district in the state recorded minimum number of 18 cases in Haryana state. According to state police data, in the year 2015-16 police registered 211 cases, in the year 2016-17 registered 434 cases  and in the year 2017-18 registered 577 cases and with effect from April 1 till October 30 registered 645 cases under PNDT Act.

While having experts views from medical and law professional over a recent decision by the double bench of Justice Arjun Kumar Sikri and S. Abdul Nazir in Supreme Court of India on a appeal in a case of Maharashtra High Court in which a widow nurse living in relationship with a doctor made a complaint against the doctor failed to marry her due to certain unavoidable circumstances dismissed the appeal at the preliminary stage on the plea that sexual relationship made by mutual consent during live in relations does not fall under the category of rape.

According to court’s decision, the couple in love affairs, staying together in live-in relationship, had sex relationship with mutual consent, the male partner never promised her to marry and failed to accept her a his wife due to certain unavoidable circumstances as such complaint by female partner was dismissed. However, mixed comments were received in this regard by FW correspondent and most of the people were of view that such type of relationship may lead to unwanted pregnancies in many cases and termination of pregnancy is illegal by the law in our country and many of experts opposed couples living in relationship.
