‘Patwari’ in Haryana protest for self-defence in 60000 illegal property registrations cases

Large number of ‘Patwari’ had two days protest in view of show-cause notices served them by the state government allegedly involved in illegal nearly 60000 registration of properties in Gurugram and Faridabad divisions in Haryana in past about four years and held protest ‘dharna’  outside the office of Deputy Commissioner in every district in the state. Both Jaiveer Chehl President and Dilbag Singh General Secretary of Patwari Association in the state said blames on them allegedly violating section 7A of Urban Area Development Act during registration of property cases in most of cases are baseless.

On the condition of not to disclose their names few of them disclosed that since a long time Tehsildar and property dealers in the state are responsible for large number of  embezzlements in registration of properties in the state and Deputy Commissioners of districts are well aware of the game going on in Tehsil offices, moreover  revenue officers too are silent over it knowingly more than 59000 suspected property cases were registered between year 2017 and 2021 on the basis of fake documents which included maximum number of cases in Gurugram and Faridabad divisions. They said, it is not possible for a Patwari to disobey his senior officers in order to remain in job.

Information reveals, investigation of nearly 30000 registration cases has already been completed in which embezzlements have been detected and ruling state government will have to face tough time to face opposition in coming Vidhan Sabha session. Information also reveals, there are nearly 21000 registration cases in Gurugram division, 22000 registration cases in in Faridabad division, 10000 registration cases in Karnal division, over 2500 cases each in Ambala and Rohtak divisions and over 1000 registration cases in Hisar division facing question mark.

As a result of faulty system prior to year 2017 embezzlements under section  7A of Urban Area Development Act started which brought blessings for land mafias and property dealers purchased land from farmers at cheaper rates without obtaining no objection certificate from Town Planner and sold plots to those willing to construct their houses developing unauthorized colonies on the basis of agreement and the number of such plots is in lakhs in Haryana state. Information reveals, registration system proved boon for Tehsildars and property dealers in the state when those willing to get their properties registered have to face severe harassment in Tehsil offices during working hours whereas most of the registrations were found conducted after 5 PM till late night.

Deputy Chief Minister Dushyant Chautala while talking to media persons said, in past four years nearly 60000 property registration cases requiring NOC from concerned authorities have been finalized in the state and according to Chief Additional Secretary P.K. Das nearly 30000 such registration cases  have been detected in Gurugram and Karnal divisions onlyt and show cause notices has been sent to nearly 250 officers and employees responsible for embezzlements. He told that investigation as regard irregularities in registration cases in other divisions in the state are yet under process and responsible people involved in corrupt practices will not be spared.
