Clash between medical students and government in Haryana

Clash between MBBS students in government medical colleges in Haryana state and state government is rising due to a bond agreement between the students and the government in which students admitted in a government medical college in the state will have to serve in government hospitals in Haryana state for a period of minimum seven years after completion of study. According to information, student during complete MBBS course have to spend expenses worth Rs 40 lakh and most of the students desire to become a doctor remain unfulfilled in the absence of financial arrangements for which state government introduced a bond based agreement to arrange financial assistance for the study of a MBBS student in government medical college in case of filling up a bond to serve in a government hospital in the state for a minimum period of seven years, failing which the student will have to refund entire amount to the government along with interest which is not acceptable to students started agitation against this decision. However, state government has allowed relation in this regard which is also not acceptable to protesting students demanding withdrawal of bond agreement.

According to information, there is shortage of nearly 28000 doctors in government hospitals in Haryana state at present against the total population about 2.83 crore in the state, whereas according to World Health Organization (WHO) report a doctor is required on population of 1000 persons in the state but the present scenario reveals that there is a single doctors on 6300 persons in Haryana state making situation alarming and there is immediate need of doctors in government hospitals in the state providing free medical services to the patients as well as fast increasing OPD in government hospitals. According to a study, in case of Utter Pradesh state having much higher population as compared to Haryana a doctor is available on population of 3700 persons.

According to official record there are vacancies of 3516 doctors in government hospitals in Haryana state and after recent appointments of 847 doctors in August 2022 the shortage of 3463 doctors still exist in government hospitals in the state whereas according to WHO report as per total population in the state there is need of another 28300 doctors in government hospitals in the state. On the other hand, every year 1735 fresh qualified doctors are being produced in five government medical colleges every year in Haryana state in medical colleges at Karnal, Faridabad, Nuh (Mewat), Sonipat and Rohtak districts. There is another government-aided medical college and six private medical colleges functioning in the state at present and at the same time work for opening another 11 new medical colleges in Haryana state is going on. There are total numbers of 1735 seats for MBBS study in medical colleges in the state and a target has been fixed by Haryana state government to produce 3035 MBBS Handaevery year by the year 2025.

Recently, a new bond policy as per November 7 gazette notification has been released in which a student willing to get admission in a government medical college will not have to deposit amount at the time of admission and students will have to fill up an agreement bond with the government to serve in a government hospital in the state on the decision of government for a period of seven years and MBBS/MD degree will be retained by the government till the amount spent on study by the government would be refunded , however in case state government is not in a position to offer job to a students will be free from the bond agreement.  However, students still protesting to withdraw bond agreement.
