Mumbai Coastal Road project : Missed the deadline , 31 crore fine on contractors

Mumbai : The ambitious Mumbai Coastal Road project in Mumbai has missed the deadline and will be completed by the end of 2023. RTI activist Anil Galgali has been informed by the Mumbai Municipality that only 31 crores fine has been levied on the contractors of the Mumbai Coastal Road project. 226 crores increase in expenditure and 65 percent amount has been paid to contractors.

RTI activist Anil Galgali had asked the Mumbai Municipal Corporation for various information about the Mumbai Coastal Road project. Mumbai Coastal Road Project Department informed Anil Galgali that the work of Mumbai Coastal Road Project is divided into 3 parts.

Under Part 1, the work from Priyadarshini Park to Baroda Palace has been awarded to M/s Larsen & Toubro and the original cost has increased by Rs.99.79 crores. The original cost was expected to be 3505 crores. 2286 crore has been paid to the contractor till 20 June 2023. A fine of 8.57 crores has been levied so far in this work. The date of completion of said work was 12 October 2022. Now the deadline has been extended and the work will be completed on September 10, 2023.

Under Part 2 the work from Baroda Palace to Bandra Worli Sea Bridge South end has been awarded to M/s HCC HDC – with an increase in the original cost of Rs.62.25 crores. The original cost was expected to be 2126 crores. 1193 crore has been paid to the contractor till 20 June 2023. A fine of 15.37 crores has been levied in this work. The date of completion of said work was 15 October 2022. Currently, the deadline has been extended and the work will be completed on October 7, 2023.

Under Part 4, the work from Princes Street to Priyadarshini Park has been awarded to M/s Larsen & Toubro and the original cost has increased by Rs.63.83 crores. The original cost was expected to be 2798 crores. 2160 crore has been paid to the contractor till 20 June 2023. 7.25 crore fine has been levied so far in this work. The date of completion of said work was 12 October 2022. Now the deadline has been extended and the work will be completed on November 26, 2023.

According to Anil Galgali, the penalty levied is very low considering the increase in cost. Contractors strive to get such ambitious work but once they get the job, they cannot complete the project in time. In such a case, the price increases and the increased expenditure is met by the money collected from the taxes of common Mumbaikars.
