27 HSIDC services on fast-track for industrialists under Right to Service Act in Haryana

While addressing a meeting with the industry entrepreneurs Haryana Chief Secretary Sanjiv Kaushal said that industry entrepreneurs in state can now avail 27 types of services related to the building plans, necessary certificates, licenses, property transactions  and all types of other required permissions to start an industry as per requirement by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) in a time-bound manner on the fast- track basis. The Chief Secretary, Sanjeev Kaushal issued a notification under the Haryana Right to Service Act (RTSA) to ensure expeditious service delivery, promote transparency and accountability. There was often a complaint from industry entrepreneurs willing to set up an industry in the state that they are harassed by the staff of the different government departments while starting an new industry as a result nearly 33% of them facing severe harassment to get expedite their requirements had to drop the idea to make industrial investment preferining to shift to alternate profession or treading.

The Right to Service Act (RTSA) provides a mechanism for citizens to file complaints against any department that fails to provide services within the stipulated time. Sanjiv Kaushal said this initiative is a significant step towards improving the ease of doing business in Haryana and supporting the growth of the state’s economy. He assured that now the approval of building plans for industrial or residential purposes would take 15 days, while commercial plans are likely to take 30 days. Similarly, the completion as well as occupation certificates for the buildings will be issued within 15 days, whereas other services such as  obtaining ‘No Objection Certificates’, conveyance deeds and No due certificates, plot transfers through sale or uncontested transfer will be expedited in 20, 15, 15 and 30 to 45 days respectively.
As regard requirements like water and sewerage connections will now be given to the industry entrepreneurs within 15 days, while the allotment of land or shed in the IE/IDA will take a maximum 60 days. He said, permissions for installing communication and connectivity infrastructure will be provided positively within 45 days, physical possession of the plot and extensions for the project implementation completion will take 7 and 14 days respectively. Sanjiv Kaushal said that each service will be handled by a designated officer who will be responsible for processing the applications and ensuring adherence to the stipulated time limits, and in case a service is not provided within the specified time limit the entrepreneur would have the right to file a complaint with the grievances redressal authority to facilitate further action and resolution
