Big relief to businessmen of Haryana before budget, setting deadline for 42 services

Chandigarh: Although, Haryana’s budget session is starting from Saturday, but the Haryana government has given a big relief to the businessmen of the state before the budget, the government has fixed a time limit for 42 services for businessmen in the state providing a big relief to the entrepreneurs of the state. The government has included 42 services of the Industry and Commerce Department in the Right to Service Act-2014, along with this the both first grievance redressal authority and second grievance redressal authority have been notified to complete the work on time by fixing the time limit for these services, which include redressal of questions and complaints of industries within 15 days, approval of existing society in the same period, boiler registration in 22 days and refund of stamp duty of large mega unit within 44 days. Chief Secretary Anurag Rastogi has already issued its notification yesterday on Thursday, saying that if the work is not completed within the stipulated time and the complaint automatically reaches the officials, a provision for penalty has also been made after hearing the other side.

According to information, the time limit has been fixed for registration of boilers as 22 days, renewal as 15 days and change as 10 days. Permission for transfer of boiler inspection and registration book within or outside the state will be given in 10 days. Certificate of boiler manufacturing unit and boiler repairs will be given in 15 days and renewal of certificate will be done in 7 days. Similarly, time for boiler welder certificate and renewal will be 10 days, boiler operation engineer certificate and boiler attendant certificate will be available in 30 days. Under the Haryana Society Registration Act, 3 days have been fixed for approval of the name of societies, 15 days for approval of the governing body, 7 days for change of name or registered office of the society, 60 days for amendments in the by-laws of the society. Registration of existing society and approval of the collegium plan will be done in 15 days, change in the name of the firm and breaking of partnership will be done in seven days.

A time limit of 44 days has been fixed for stamp duty refund scheme for large and mega units, exemption on electricity duty and open access charges, employment generation subsidy, investment subsidy on value added tax and state goods and services tax. It will take a maximum 15 days for issuance of license for manufacturing IBR welding electrodes and renewal of license, 20 days have been fixed for renewal of interim license and license for processing and trading under the lubricating oil and grease order. Similarly, approval for registration of firms will be done in 7 days, change in partners and change of registered office in 3 days. Under Haryana Society Registration, the mandatory annual statement can be filed within 30 days, a period of 30 days have also been fixed for the proposal of the meetings of the governing body and the general body. At the same time, the list of elected members of the collegium will have to be submitted within 15 days. The nomination of the members of the society will be done in 30 days, apart from this now the registration of the economizer will be done within 22 days.

Meanwhile, Congress has demanded extension of the duration of the assembly session. Former speaker Ashok Arora said the duration of the session is short, since there are many big issues of the state which need to be discussed seriously during the assembly session. He said, the government is accountable and all the MLAs should get a chance to present their views in the house. He said, hopefully the government will think positively about this and fulfill the extension of the assembly session. INLD has also demanded extension of the budget session in the meeting of the business advisory committee. Saini government has decided to present the budget session of the 15th Vidhan Sabha on March 17 after Holi will continue till March 28 , earlier the budget was to be presented on March 13 before Holi in which Congress MLAs will participate in the session without a leader since Congress high command has failed to decide about its leader of opposition as well as party president in Haryana state in the meeting scheduled for March 6 in New Delhi. The budget session of Chief Minister Naib Singh Saini’s government is starting from Friday, March 7 in which the budget session will begin with the Governor’s address. Governor Bandaru Dattatreya will present the roadmap of the Haryana government through the address and the session will run till March 28. Now the budget will be presented on March 17.

Sources reveal, the ruling and the opposition have made strong preparations for this budget session. The opposition is preparing to corner the government on issues like paper leak, PPP, law and order, illegal mining, drug addiction, unemployment. At the same time, the ruling party has also made strong preparations to answer the opposition. In such a situation, the budget session is likely to be tumultuous. This is the first budget session of the Saini government. Chief Minister Naib Singh Saini said, it has been decided in the BAC meeting that the budget session will run till March 28. If needed, it can be extended. At the same time, the assembly informed that the session has been fixed till March 25. There has been a recommendation to extend it, on which the final decision will be taken in the House. The government will also present many important bills related to public interest in the budget, related to strict action against travel agents who send people of Haryana abroad illegally. The government had introduced this bill last year, but the central government had sent it back after registering objections. Now the bill will be amended and presented in the budget session. At the same time, the government is likely to introduce a bill to tighten the noose on the companies and dealers selling fake seeds. However, not a single bill has been listed to be presented in the assembly so far. Congress will prominently raise issues like paper leak, unemployment, fast increasing drug addiction, corruption and worsening law and order in the state.

Sources also reveal, at the same time, the Haryana government has made strong preparations to answer the opposition. The CM himself will take charge of answering the opposition from the ruling party. For the last few days, he has been answering the questions raised by the opposition with sarcasm. His same working style can be seen during the assembly session. He can also make many big announcements during the budget session. He is going to make a provision for Laxmi Laado Yojana in the budget. Along with this, he can also announce the dates of CET, which will be a big announcement for the youth.
In the Congress Legislature Party meeting held on Thursday. The leader of the Legislature Party could not be decided in the meeting as such Congress will enter session without a leader of the Legislature Party likely to affect the morale of the Congress MLAs.

Former CM Bhupendra Singh Hooda said the Legislature Party has already passed a resolution and given the central leadership the right to choose the Leader of Opposition. Now the top leaders have to decide on this issue. Congress’s newly appointed in-charge BK Hariprasad had a meeting with Congress leaders on Thursday. During the meeting, the MLAs had said that it is necessary to have a leader of the Legislature Party in the House. This will enable the MLAs of the opposition to put forward their issues prominently. After the meeting, BK Hariprasad said- The observers have submitted their report to the high command. Now it has to make the decision. Due to the absence of a leader of the Legislature Party, the meeting of MLAs on Friday was held by Congress State President Udaybhan. MLAs Chandra Mohan Bishnoi, Maman Khan, Vinesh Phogat, Manju Chaudhary, Nirmal Singh and Vikas Saharan were not present in the meeting. Information reveals, Congress wants to corner the Saini government on many issues, but due to the party not having a leader of the legislative party, it will affect the morale of the Congress MLAs. During the assembly session, the ruling party will also raise questions on this issue.
