More than 50 promises made in BJP’s manifesto will have special focus in Haryana Budget 2025?

Chandigarh: Haryana Chief Minister Nayab Singh Saini will present the state budget in the assembly as Finance Minister. At least 50 promises of the BJP’s election manifesto are expected to be fulfilled in this budget. The budget of about Rs 2 lakh crore is likely to be presented to focus on farmers, women, youth, education, infrastructure and economic development, sources reveal that the budget for the year 2025-26 to be presented in the assembly by Haryana Chief Minister Nayab Singh Saini  will be based on the spirit of inclusiveness and welfare of all, trying to fulfill most of the promises that the BJP has made to the people of the state in the form of a resolution letter during the assembly elections. Information reveals, CM Saini has fulfilled 19 promises of the manifesto in his tenure of five and a half months so far and the process of fulfilling 14 promises is underway. This time at least 50 promises of the BJP’s manifesto can be seen being fulfilled in the budget.

Before the assembly elections, the BJP had released a manifesto of 217 promises which are to be fulfilled in five years. In the year 2014 and 2019 also, the BJP has fulfilled most of the promises of its manifesto. As the Finance Minister, Saini had meetings with about two dozen stakeholders and took their opinion before preparing the budget for the year 2025-26 and 11 thousand suggestions have come to the government through online medium. The government is working round the clock towards fulfilling the major suggestions and important promises of the election manifesto. Officials of the Finance Department accompanied by the Chief Principal Secretary to CM, Rajesh Khullar are busy in finalizing the budget since past couple of days having the theme of this year’s budget as Antyodaya Welfare, Annadaata, Nari Shakti and Youth Empowerment expected the maximum budget is likely to be spent on the welfare of farmers and women.

To fulfill the promise of giving Rs. 2100 per month to women under the ‘Lado Laxmi Yojana’, provision of funds is likely to be made in this budget. The state government may announce the construction of Sanskriti Model Schools within a radius of 10 km in the state in the budget, although the government has already fulfilled the previous promise of a college within a radius of 20 km in the entire state. There is a provisions for setting up a packaging and processing plant for ‘Kinnow’ in Sirsa, a guava processing and packaging plant in Hisar and Fatehabad and a green hydrogen hub in Mahendragarh are likely in the budget for the year 2025-26. In this year’s budget, announcements can be made to open coaching centres for students of scheduled castes and backward classes for preparation of competitive exams in five districts including Fatehabad, Rohtak and Jind. The promise of North India’s solar energy park in Charkhi Dadri, a national level sports complex in Jhajjar,  and IMT in Karnal can also be fulfilled in this budget. Provision of funds can be made in this year’s Last year, the state government presented a budget of Rs 1 lakh 89 thousand crore, which was 11% more than the previous year, whereas Saini can present a budget of about Rs 2 lakh crore this time .

Responding to the discussion on the Governor’s budget speech, Naib Saini had announced plans to develop 14 districts of the entire NCR region as logistics hubs, but in its first phase, the government can announce an Integrated Model Hub in Narnaul-Mahendragarh in this year’s budget. There is a possible for Defence Aerospace in Mahendragarh and Film City in Panchkula. The government is likely to fulfil its election promise of setting up a new armed police battalion in Mewat region this year. The state government is also considering bearing 50% of the premium amount for animal insurance and to provide loans up to Rs 1 crore to farmer groups and PACS for construction of godowns. It is possible to make provision in the budget to fulfill the promise of providing five lakh houses in rural and urban areas. The government will make budgetary arrangements to fulfill the promise of guaranteeing government jobs to every ‘Haryanvi Agniveer’. All social monthly pensions will be increased on the basis of a scientific formula linking DA and pensions.

At present, about 32 lakh people of the state are getting social security pension at the rate of three thousand rupees per month. This time the government is likely to make budget arrangements to give full scholarships to OBC and SC students of Haryana who study medicine and engineering from any college in the country. Three big promises can be fulfilled in the present budget of Haryana for the year 2025-26, in which under the ‘Avval Balika Yojana’, a scooty will be provided to the girl coming first in every district, while Finance Minister Nayab Saini can announce two lakh new government jobs in the budget. Apart from providing loans up to Rs 25 lakh at affordable rates for employment to the youth, the government is going to make provision of budget funds to develop 10 cities on the lines of IMT Kharkhoda. Apart from this, the government is going to give incentives at the rate of 10 thousand rupees per acre to divert farmers from paddy cultivation and turn them towards natural farming. Earlier this amount was seven thousand rupees per acre.
