HRSP Report: 1106 persons died, 3793 injured in 3213 road mishaps in past 15 months in Haryana

Chandigarh: Haryana Transport Minister Anil Vij while speaking in regard to ‘Sanklap Pater’ said that I myself and my government are very much concerned about the issue to find a solution to avoid casualties and disabilities of Human Resources caused due to road accidents in the State. He said that without rules,we cannot achieve our freedom of our rights. He said that we are working on identifying the black spots, for conducting road accidents, over and long size vehicles, facilities for drivers and duty hours for drivers of the transport etc. He said that we are taking all necessary action, which can be done and should be done and take further action accordingly.

Vij said that there are some steps taken by the state government. He said that total 27 traffic police stations and 7 traffic police posts have been established in Haryana with the facilities for road safety, in which total 3,379 e-challaning machines have been provided and 53 challaning branches are functioning in Haryana, and all challaning branches and e-challaning machines are connected with E-challaning Software developed by MORTH. The Transport Minister said that total 1302 alcohol -sensors are used for traffic challans apart from total 25 big Cranes, 22 small cranes and 84 Ambulances are used for the purpose. Vij said, Intelligent Traffic Management System has been implemented, wherein CCTV Cameras have been installed to monitor the traffic system in 12 districts Panchkula, Yamunanagar, Kurukshetra, Ambala, Karnal, Panipat, Sonepat, Rohtak, Kaithal, Mewat, Gurugram and Faridabad. Apart from this, National Highway No. 152-D (Delhi-Mumbai Expressway) and NH-44 of Haryana are also covered under ITMS/ANPR cameras. He said that a total 2366 road safety awareness campaigns in various schools, colleges, unions, workshops, hotels, dhabas etc. have been organized in the state.

State Transport Minister Anil Vij said that free cashless treatment to accident victims has been implemented in Haryana with effect from October 1, 2024 under PMJDY for amount upto Rs 1.50 lakhs per person per accident for maximum treatment period of seven days, and total 672 road accident victims have been provided free treatment till date under this scheme. The Cabinet Minister disclosed that total 23,16,795 challans of traffic violators have been issued during the year 2024, He said, Road Safety Traffic Quiz Competition for the year 2024-25 was completed successfully in which 44,07,471 students of total number of 21975 schools and colleges participated, besides Road Safety Films have been provided to educate road users, students, General public ete. He said IRAD/DAR application has been implemented in Haryana with effect from 1 st January, 2022 in which total 34,498 road accidents have been entered, SANJAYA APP was launched by IIT Madras on 18th January, 2024 for analysis of High Frequency Accident Zone and the data available on iRAD is being utilized in Haryana for the purpose, Vij added.

Transport Minister said that as per analysis and accident reports, over-speeding and dangerous driving are the main cause of accidents and to control and reduce the road accidents, the following steps are being taken in which total 72 ANPR and speed detection cameras have been installed at 9 sites of 5 districts including Ambala, Kurukshetra, Karnal, Panipat & Sonipat on NH-44 to control the over-speeding vehicles. Vij said, “total 62 interceptors are used for traffic challans and to control over-speeding vehicles. The audit of NH-44 has been conducted by Institute of Road Traffic Education (IRTE), Faridabad. Traffic Engineering Centre and Organizational Development Centre has been established in Gurugram in collaboration with Institute of Road Traffic Education (IRTE), Faridabad with the aim of improvement in traffic management and road safety.” Vij said, the Haryana Police will soon conduct an audit of all roads of Haryana with the help of road owning agencies such as NHAI, PWD, ULB, HSVP, HSIIDC, GMDA, HSAMB etc, he asserted.

Transport Minister said that in order to reduce fatalities and injuries due to road accidents, the State Government formulated Haryana Road Safety Policy in the year 2016 for effective implementation of the 4 “Es”, that is, Enforcement, Engineering (Road & Vehicles), Education and Emergency Care with the aim of this policy to ensure safe travel for all road users. He said that in 2022 a total number of 11105 road accidents, 5596 deaths and 12437 injuries occurred. Similarly, in the year 2023 nearly 10438 road accidents, 5195 deaths and 10966 injuries have occurred. Vij disclosed that in the year 2024 total number of 9755 road accidents, 4826 deaths and 9078 injuries have occurred. Similarly, in the present year 2025 till date 3213 accidents, 1106 deaths and 3793 injuries have occurred in road mishaps. He said that the above data has been identified by Source of Electronic Detailed Accident Report of MoRTH (Integrated Road Accident Database).

Transport Minister Vij said that efforts are being made to improve road safety through technology and analysis of road accident data for effective implementation of road safety initiatives. He said, the State Transport has constituted a committee to analyse each accident involving Haryana Roadways bus and to take effective steps to bring down the rate of accidents involving Haryana Roadways buses. Further, in compliance with the directions of the Hon’ble Supreme Court Committee on Road Safety (SCCORS), the State Government has constituted a Lead Agency to act as the Secretariat of State Road Safety Council to coordinate all activities relating to road safety with stakeholder departments including the PWD (B&R), Police, Education, Health, Urban Local Bodies and others concerned with Road Safety.
Vij said that four Institutes of Driving, Training & Research (IDTRs) are functional at Karnal (by Honda), Kaithal (by Ashok Leyland), Bahadurgarh (by Maruti Suzuki) and Rohtak (by Maruti Suzuki) in partnership with these reputed automobile manufacturers. Hr added that the fifth IDTR at Bhiwani in partnership with Tata Motors will be operationalised by August, 2025 besides two more IDTRs will be operationalised at Nuh and Faridabad in partnership with Tata Motors in the next two years. Vij said to improve road safety, Automated Testing Stations for testing of motor vehicle fitness will be established in public-private partnership mode at seven locations in the state at Sonepat, Rewari, Jind, Palwal, Nuh, Faridabad and Yamuna Nagar. He said that a National Conference of State Transport Ministers was held under the Chairmanship of the Hon’ble Union Transport Minister in New Delhi on 7th January, 2025, where deliberations were held on effective road safety measures to transform India’s road transport sector, including the creation of road side amenities for drivers and other road passengers.

While talking to media persons, Cabinet Minister Vij said that he had attended that meeting and many suggestions provided in this meeting were highly appreciated by the Union Minister and other Ministers. He said that he wants to reduce the accidents in the state and I have studied many things and if possible, he will give the work to some reputed organization to conduct the study regarding road accidents. He said that liquor shops disturb the driving and the government will look into this matter. “I have raised the issue regarding oversize vehicle problem in the national meeting and suggested to the all India motor vehicle associations that they should frame some rules for functioning their transport organisation, because there is no working hours for the drivers,” Vij said that nearly 62 percent accidents occur due to human error and 20-20 hours driving duty taken place by the drivers. He said that medical should be done for the drivers at regular interval, apart from that, government will fix duty hours for the drivers issued to the transport organisations, besides that some resting places for the drivers and vehicle staff on the highways, because human life is very precious and more than 5000 to 6000 human lost their life every year. Vij said that there are more than 300 black spots identified on the roads in the state and action is being taken to remove these black spots by the help of other departments because human life is  very precious.
