232 Haryana government employees in Tehsil offices including 34 Tehsildar- Naib Tehsildar, 22 registration clerk , 176 Patwari, Sub Registrar, Joint Registrar has been identified involved in embezzlement in registration of properties cases violated directions under Section 2A of Urban Control Area Act, violation of land deed directions, completed registrations on the basis of fake documents without obtaining NOC from District Town Planner or Municipal Corporation in illegal colonies developed by property dealers and land mafias and change in nature of land. Information reveals, one have to face severe harassment in getting his or her property registered in-spite of the fact government earns heavy revenue in registration of properties. One can find number of brokers mushrooming in Tehsil offices and getting a property registered is difficult without seeking assistance of a middle man. This is what happening in Tehsil offices in the state when ruling government claims a transparent, corruption-free work in government offices in the state.
232 government employees in Tehsil offices in the state mainly at Gurugram, Faridabad, Rewari, Mahindergarh, Karnal, Panipat, Kaithal Ambala, Bahadurgarh and Palwal districts have been found involved in embezzlements during investigation. Deputy Chief Minister Dushyant Chautala said, such corrupt government employees will not be spared at any cost. Durng investigation, it was confirmed that Tehsildar-Naib Tehsildar finalized large number of registration properties prepared by registration clerk without verification for the reasons best known to them.
The issue was widely raised by political parties in opposition in Vidhan Sabha session when state government ordered thorough investigation of all registration cases finalised between April 3, 2017 and August 13, 2012 all over in Haryana state when Commissioners Karnal, Hisar, Gurgaon and Ambala division were directed to submit report of all registration cases duly verified by Deputy Commissioners of every district. The investigation remained hanging in files for a long time. The Additional Chief Secretary P.K. Das after taking charge got prepared a list of all government employees in Tehsil offices involved in illegal practices directing all Deputy Commissioners to take action against all those involved in embezzlements and submit ‘Action Taken Report’ immediately.
Sources reveal, those need registration of their properties have to face lot of inconvenience and spend huge amount towards ‘Suvidha Shulk’through agents mushrooming in Tehsil offices. Information also reveals, nearly 2000 registration cases were finalized at Gurugram Tehsil and nearly 1500 registration cases were finalised at Faridabad Tehsil in a short period. There are several districts in Haryana state including Gurugram, Faridabad, Sonepat, Karnal, Ambala, Panipat, Jhajjar, Bahadurgarh, Palwal, Mewat, Hisar, Sirsa and Fatehabad where large numbers of irregularities in registration cases have been detected during investigation. Today, large number of property dealers of twin city Ambala assembled outside SDM/Tehsil office Ambala Cantt shouting slogans against ruling BJP government and staff for having ban over registration cases since a long times as well as harassment to visitors in Tehsil office as a result large number of property dealers are sitting idle since a lng time, besides causing suffering to people need their properties registered.
