Haryana state government denies recent survey report by a private agency Center for Monitoring Indian Economy (CMIE) that nearly 33.6% people, mostly youths in Haryana state presently are unemployed. According to information, there are nearly 2.65 lakh permanent and nearly 1.25 lakh temporary employees working in government departments including Corporations and Boards in the state. As regard private sector, there are 2942 medium and large scale industrial units in Haryana state providing employment to nearly 5.25 lakh workers, apart from this more than 10 lakh people are working in nearly 116700 micro and small industrial units and nearly three lakh people are working at brick kilns in the state.
According to prominent carrier advisors, self-employment opportunities in private sector is one of the major need among young generation looking for jobs and Haryana state government has announced several welfare schemes for which there is need for awareness campaigns and counselling programmes for youths by the government. Corona virus has adversely affected trade and industry not only in the state but all over in the country due to worldwide financial crisis as a result large number of workers in industries have become jobless giving drastic rise to unemployment graph.
Chief Minister Haryana Manohar Lal Khatter while talking to media persons recently desired that every youth in the state be able to offer employment to others instead of seeking for job from others for which state government has introduced several schemes for youths willing to start own industry including ‘Shishu Mudra Loan’ in which state government aims to provide loan for amount worth Rs 50000 to five lakh youths without guarantee from banks on 2% rebate in interest borne by the government and Rs 15000 loan to those below poverty line to set up tiny units to meet both end meals for their family on 2% rate of interest under DRI scheme. Chief Minister told that state government has introduced ‘Yuva Naukri Protsahan Yozna’ to meet employment for youths. He said, state government has also announced number of packages for start ups including rebate on interest in bank loans and power tariff.
According to Chief Minister Manohar Lal Khatter, employment exchange offices in Haryana will provide employment to every youth between the age 18 to 35 and state government is going to approve a bill in approaching Vidhan Sabha Monsoon Session for 75% reservation in jobs up to Rs 50000 monthly salary to youths from Haryana state in private sectors besides unemployed stipend to youths spending Rs 22 crore every month to 142000 unemployed youths, which include Rs 900 monthly each to 63100 youths studied up to class XII, Rs 1500 monthly each to 50114 graduates and Rs 3000 monthly each to 27874 post-graduates.
According to a survey, Panipat in Haryana state leads in providing self-employment opportunities to youths having more than 20000 small industrial units in the town providing employment between 10 to 100 persons in each unit. According to Vinod Khandelawal President, Chamber of Commerce & Industry, self employment is an important tool to strengthen economic condition of the country. He said, large numbers of tiny textile units at Panipat are working as third party manufacturers for large industrial units. Khandelwal suggested youths to start their own knitting, patchwork knitting, weaving centres to work for large textile houses always in search of such small industry.
Rakesh Chugh President of Small Scale Industry Union Panipat said that government should extend help to youths willing to start small industrial units under self-employment schemes because 75% reservation in jobs for youths in private sector would fail to develop youths. He said, there is no shortage of jobs in private sectors for hardworking and sincere youths. He suggested, government should provide support to start ups in the shape of waiving of income tax for at least for five years and electricity supply at subsidized rates.
