Demand to bring out Panipat & Karnal districts from NCR

The residents, industry owners and political leaders of Panipat and Karnal districts has demanded to bring these districts out from the National Capital Region (NCR) likely to suffer industrial developments in the area badly due to strict pollution control rules and restrictions being imposed on industry by the government as such industry in these areas will be adversely affected in future. Talking to media persons Sanjay Bhatia Member Parliament of area told that he will raise this question in Lok Sabha session also. He said there are thousands of Micro, Small and Medium industry units in Karnal and Panipat districts which would be adversely affected due to government decision to ban use of diesel and in lieu use PNG to avoid increase of pollution in the area as well as Delhi as a result large of industrial units using diesel in diesel generating sets, machinery and boilers will be compelled either to close down their shutters or shift to other districts or states.

Information reveals, out of 22 districts in Haryana state as many as 14 districts have been included in NCR are likely to be adversely affected with revised rules not to use diesel in generating sets, boiler and other machines in which diesel used as fuel even in industry situated in open rural areas in the districts Karnal, Panipat, Sonipat, Bhiwani, Mohindergarh, Jind, Charkhi Dadri and Rohtak will have to follow similar rules as applicable to industry in NCR at Faridabad, Gurugram, Noida, Ghaziabad and Delhi.     

Information also reveals, Haryana Chief Minister Manohar Lal Khatter during last NCR Planning Board meeting had demanded to bring above  districts in Haryana state out of NCR area but no action has been taken so far and industry entrepreneurs in these area are facing the threat of such hard norms imposed by State Pollution Control Board in-spite of the fact there is much lesser pollution in atmosphere at these areas as compared to pollution in NCR around capital Delhi where Board has directed to use PNG in generating sets, boilers and other machinery in which fuel used. Industry owners in Haryana state declared falling in NCR area where PNG is not available were advised to seek permission from Pollution Control Board by January 2023 failing which their industrial units will not be permitted to function as such most of the industrial units will have to close down their shutter.According to industry owners where PNG is available told that it is very costly and most of the industry owners may not be able to afford additional financial burden which would increase their production cost during present age of heavy competition where they are working on a nominal margin to meet competition. Bhatia said that industry owners in such Haryana districts declared in NCR (where PNG is available) will have to meet additional financial burden since it is being sold at the rate Rs 53 per kilogram where in NCR where available and most of the industry owners will not be in a position to afford. According to Bhatia, for converting boilers as well as other machines on PNG small scale industry owners will not be able to afford heavy amount on conversion kit, moreover question arises about the availability of such a large number of kits.
