Entrepreneurs say mere assurances by government cannot boost industry in state

According to entrepreneurs in Haryana state, recently declared Haryana budget brought no relief to industry in the state and mere assurances as well as tall claims cannot boost up industry. They said, no doubt state government has implemented new industry policy in the state in past years but question arises to what extent industry in the state has witnessed growth in its economic condition in this period requires a thorough analysis since all big as well as small industrial units in the state need financial packages and recent declared budget announced by government in the centre as well as in state has disappointed them providing no relief in financial incentives as well as taxes as told by large number of entrepreneurs.

According to Rajender Nath former chairman Haryana Chamber of Commerce & Industry also known as founder of mixi industry in the state, micro industry has played important role in strengthening economic condition of industry and create sources of employment opportunity in the state as such government should have a separate budget for its development apart from micro, small and medium enterprises (MSME) sector and while talking to few entrepreneurs of Ambala scientific instruments, Yamunanagar plywood,  Jagadhari metal, Panipat textile and Gurugram automobile parts industry they told that micro, small and medium industry in Haryana state is passing through a struggle phase at present due to ‘Notbandi’ declared by government, complicated GST procedures, non-availability of loans from banks as such they find no time for production as well as marketing.

According to financial experts in the state, Haryana government has projected a road map for proposed schemes for industry to be implemented in the state, but majority of entrepreneurs owning MSME units in the state are only looking for financial assistance to inject energy in their arms. According to information, there are 1.20 lakh micro and small manufacturing units and 2415 medium and large manufacturing units in Haryana state having annual exports over Rs 98570.24 crore. According to industry entrepreneurs in the state, Haryana state government announced large number of industrial policies from time to time, but failed to implement the same effectively. State Finance Minister and Chief Minister announced Rs 349.30 crore budget for industry sector in 2020-21 and told that in industry sector Haryana ranks third in the country and number one in North India in five sectors: agriculture business & food processing, textile, warehousing, logistic & retail and pharmaceuticals apart from research work in the fields of Data Centre and electrification of automobiles.

According to date provided by the state government, in-spite of the shortage of natural resources export in the state has witnessed growth ranking at fifth position in the country. In the year 2019-20, Haryana state government introduced historic new industrial promotion policy to promote campaigns like Make in India, Digital Haryana Skilling India with the help of mini clusters development program. In 2017-18 budget, state government finalized as many as 407 MOUs to invite foreign investment worth Rs 6.19 lakh crore likely to create employment opportunities for 1.60 lakh persons. In 2018-19 budget, state government introduced single window system to develop industry in the state and new industry policy in order to have growth in exports, attract foreign investment but none of important announcement was made by the government in support of industry in this period. Information reveals, as many as 12725 small, 266 medium and large industrial units have been set up in Haryana state in past two years. in spite of economic recession.
