Municipal Corporation Ambala (MCA) started functioning with effect from March 17, 2010 have remained in controversy from due to illegal happenings from time to time for approval of building site plans and offering no objection certificate to residential houses in unauthorized colonies in the town. There were large number of scams including Stationery scam in 2013-14, Engine scam and Scrap scam in 2016 attracted headlines in newspapers but no stern action was taken against those involved in these frauds. Then MCA Mayor Ramesh Mal had strongly raised a voice against such unethical happenings in MCA but to no result.
State Vigilance Bureau Haryana arrested a former Executive Engineer D.K. Mangla presently retired from Panchkula on Friday due to embezzlements including approval and illegally issuing no objection certificates in nearly 264 building site plans in unapproved colonies when he was posted as Executive Engineer at MCA during year2023 to 2017 along with other MCA staff members. According to State Vigilance Bureau investigating team, there are few other officers and staff members involved in embezzlements likely to be arrested soon, as such terror exists in MCA office staff. According to Vigilance team approval for building site plan along with NOC was given to those plot holders in unapproved colonies developed by property dealers and land mafias who offered ‘Suvidha Shulk’ to MCA staff, whereas building site plans of other plot holders in these unapproved colonies were rejected.
Surprisingly, Mangla spent huge amount towards developments in these unapproved colonies causing huge revenue loss to government. Even no action was taken on the complaints submitted by those refused approval of their building site plans in same unauthorized colonies by MCA higher authorities which remained hanging without action. Meanwhile Mangla was promoted and later retired. The issue took a serious turn again when Mangla approved large number of building site plans in unapproved colonies in Jaggi Colony, Jalbehra Road, Sonia Colony, Vishnu Vihar area allegedly accepting bribe by his staff members or through agents mushrooming in MCA office.
Meanwhile, a complaint was lodged with State Vigilance Bureau with sufficient evidences as regard approval for the site plan and NOC was given to large number of applicants in unapproved residential colonies illegally developed by property dealers and land mafias accepting bribe at Raja Garden, Rose Garden, rural areas Barnala, Sultanpur, Saddhopur, Kakru, Mandaur, Ranjit Nagar, Manav Chowk, Ghel, Kamal Vihar, New Shivalik Colony, Nayagaon area which were found true by State Vigilance Bureau during investigation an a case was registered against DK Mangla and there are few others also involved in embezzlements likely to be trapped in vigilance net soon.
