Haryana focusing on aero space & aviation in new industry policy-2020

Deputy Chief Minister Haryana Dushyant Chautala while talking to media persons told that in a meeting with senior bureaucrats in the state to give final shape to Haryana Enterprises Promotion Policy-2020 decision was taken to give special focus on aero space and aviation industry in new industry policy 2020-2025 He said, state government is trying to provide maximum facilities to export oriented units (EOU) being set up in the state to increase export to other countries and minimize imports. Chautala said, Haryana will be the first state in the country to include aero space and aviation in thirst sector in new industry policy to be released shortly. He said, suggestions in this regard have been invited from MLAs, MPs and prominent industry owners before finalizing new industry policy.

Chautala said, our forthcoming projects in the state include airport at Hisar on which work is under fast process, developing a Bulk Drugs Park on medical technology at Panipat and Karnal and few other important projects in the state are to boost industry in the state. He said, there are plans to develop industry clusters in all 22 districts in Haryana state. In reply to a question as regard drastic drop in industry ranking by Department of Promotion of Industry & Internal Trade (DIPP) witnessed fall from 3rd rank to 16th rank on national level due to lacking facilities provided to industry in Haryana state. According to information, when Vipul Goel was industry minister in the state during first phase of BJP government rule in Haryana industry ranking in the state jumped from 14th rank when Hooda government was ruling in the state to 3rd rank and Manohar Lal Khatter Haryana chief minister had assured entrepreneurs that the state was sure to achieve first rank in the country due to ‘Ease of Doing Business Policy’ introduced in the state.

According to ‘Ease of Doing Business Policy’ state government assured to provide maximum facilities to entrepreneurs including relaxations while setting up new industry, all facilities available at single window, convenience to get all approvals as well as manufacturing license immediately and easy availability of loans from the banks which will not only bring prosperity in the state but also increase sources of employment opportunities in the state. . However, Goel was denied ticket to contest 2019 Vidhan Sabha polls in the state due to political reasons, which brought most of the proposals favourable for entrepreneurs at halt. When talked to entrepreneurs, they said most of the assurances were merely on books and they are finding lot of problems while visiting government offices and most of those willing to start own industry dropped the ideas after finding lack of cooperation as well as harassment in government offices.

Meanwhile, Dushyant Chautala while talking to media persons told that state government has fixed a target for rupees one lakh crore investment in new industry in Haryana state, besides employment opportunities for five lakh people. He said that nearly 60 foreign companies are willing to invest in Haryana state. According to industry experts, decline in ranking may adversely affect industrial growth in the state. He said, COVID-19 has also affected trade and industry in the state when most of the migrant labourers shifted to their native states and majority of manufacturing units in the state are not able to achieve even 50% of their production capacity. Information reveals, DIPP had started survey to find out industry ranking in every state during months June to September last year to find out facilities provided by the state governments all over in the country, the atmosphere available in the state,  facilities provided by the state governments to industry, cooperation provided to entrepreneurs in government offices to obtain approvals as well as NOCs from different departments, less paper work for starts up, availability of power connection and water supply, availability of transport facilities in the area, security to small scale investors,  easy availability of loan from banks, quick sanctioning of building plan by municipal corporation, relief in export documentation,  corruption in government offices,  paper work procedures for entrepreneurs which severely affect industry ranking of a state.
