Haryana suffers Rs 7641 cr. revenue loss in March & April ,suspecting heavy loss in May

Haryana state government has suffered revenue loss worth Rs 7841 crore during months March and April this year due to lock down declared by the government which has adversely affected economic condition of the state government due to poor revenue collection in these months. The state is expecting further revenue loss worth Rs 5218 crore during current month May 2020 likely to bring situation out of track. Generally, economic condition of a state depends upon collection of tax revenue as well as non-tax revenue income which include share of central taxes, GST, stamp duty, excise sales tax, taxes on vehicle registration, EDC, mining and income from road transport.

On the other hand, Haryana state government has spent amount worth hundreds crore to provide medical assistance to those suffering from KOVID-19, distribution of free ration to families below poverty line, huge expenses towards stay and foods for migrant labourers at shelter homes for which amount worth Rs 500 crore has already been spent by the state government so far. Government has spent huge amount towards railway fare and Haryana Roadways buses arranged for sending labourers arrived from other states desired to leave for their native places in spite of the fact the state government is facing financial shortage due to non recovery of revenue during lock down period.

According to information, state government incurred nearly Rs 92 crore central tax shortfall, nearly Rs 483 crore shortfall in GST in March and nearly Rs 1810 crore shortfall in GST during month April this year, stamp duty shortfall worth Rs 252 crore in March and Rs 564 crore in April this year, sales tax collection shortfall worth Rs 75 crore in month March and Rs 194 crore in April this year, shortfall in taxes on vehicle registration worth Rs 104 crore in March and Rs 175 crore in April this year, other taxes shortfall worth Rs 4 crore in March and Rs 2 crore in April this year. Similarly, in case of non-tax revenue EDC shortfall during month March this year was recorded as Rs 83 crore which increased to Rs 199 crore in month April this year. Revenue shortfall towards mining in the state was recorded as Rs 5 crore in the month March and Rs 70 crore in the month April this year. Revenue shortfall in case of transport in Haryana state in the month March was recorded Rs 36 crore and Rs 96 crore in the month April this year.

According to state government information, total revenue shortfall suffered by Haryana state government was recorded Rs 3699 crore in the month March 2020 and Rs 4142 crore in the month April 2020. Information further reveals, all hopes duped in the month May 2020 when state government is likely to reduce estimate by 72.75% in the month May 2020 as compared to month May 2019 when state government had earned revenue worth Rs 6575 crore, whereas revenue earning during the month May this year is expected only Rs 1982 crore as against proposed target Rs 7200 crore fixed by the government and state government has been able to collect only Rs 675 crore revenue so far till 15th May, 2020.
