High Court directs action against 3 FSL officers alleged involved in Rs 11 lakh bribe

In-spite of Punjab and Haryana High Court’s direction the action was not taken by Haryana state government against three officers of Forensic Science Laboratory (FSL) in Karnal district in-spite of the fact the Special Investigation Team (SIT) led by IGP Karnal confirmed irregularities in purchase of DNA-PCR kits by FSL. Although Anti Corruption Bureau (ACB), Haryana state too confirmed that their investigation revealed that FSL officers had taken bribe against tender for supply of DNA- PCR kits required in cases of serious crimes including murders, rapes and gang rapes to match the DNA of the victim with the DNA of accused. Information also reveals that more than a lakh kits have already been supplied by the firm. In fact, the tender for procurement of the kits was floated by Haryana Medical Service Corporation Limited for which a purchase committee was constituted and one of the members of the committee Dr. Rajiv Kwatra had made a complaint against committee members about irregularities in this deal. in January 2021 when Home & Health Minister Anil Vij had ordered investigation by a Special Investigation Team (SIT) which indicated embezzlements in these procurements followed by another SIT led by ADGP to investigate the matter which also indicated irregularities in the purchases and the case was handed over to the court in 2022.

During hearing in this case in June this year, High Court justice took a serious view over state vigilance department Haryana taking no action against three alleged accused suspecting that senior bureaucrats sheltering them in-spite of Anti Corruption Bureau as well as reports confirming irregularities in purchase of DNA-PCR kits when High Court directed Chief Secretary Haryana, Director General Police in the state and Home Secretary to register case against corrupt officers within a month and produce them in the court during next hearing date on 11th September 2023, failing which  senior officers saving alleged accused should be prepared to face consequences in  this case.  Meanwhile, Dr Rajiv Kwatra moved a writ in the court that he is being threatened dire consequences for submitting the proof of embezzlements in the case in the shape of conversation and video recording between the three members of the purchase committee and the officer of the firm to settle this deal. Court directed Vigilance department Haryana state to register the case against alleged accuse on the investigation report of Anti Corruption Bureau and also submit reply on the next date of hearing on coming 11th September reason for disobeying court orders.
