Higher qualified youths applied for 18218 group-D posts in Haryana

Among those applied for 18218 group D posts for peon, gardener, watchman, barber, washer man and cook in government departments in the state to Haryana Staff Selection Board included large number of highly qualified youths possessing degrees in PhD, M. Tech, B. Tech, MBA, Post graduate and Graduate against the educational requirement class X and XII. Most of the applicants told that they applied for group-D posts after remained
unsuccessful to get any job for a long time after qualifying their degree in government as well as in private sector. Youths studied up to class X or class XII expressed deep concern when most of the government jobs for which they were eligible were offered to those applicants possessing higher qualification in the race to get jobs.
According to Surinder Maan a Chief Organizer of Haryana Government Workers Union, large numbers of jobs in both technical as well as administrative departments in state government are lying vacant but no action is being taken to fill up the same, which is a cruel joke to unemployed youths. Expressing deep concern Maan raised a question where these youths failed to get higher education due to certain unforeseen family circumstances sittingidle in carrying degrees in their hand after unsuccessful even to get a class-D job since a long
times should go. Information reveals that large numbers of youths commit suicides whenfailed to get a job quite often. Union leader suggested that government should consider appointment of lesser qualified youths for class-D posts.

When the issue was raised in Vidhan Sabha session about youths studied up to class X and XII should only be considered for group-D posts, members of ruling government as well government bureaucrats could not reply the question. In a writ moved in Punjab and Haryana High Court, court was of view that those having higher education when applying for a job where candidates with lesser educational qualification required cannot be denied job.

Meanwhile, Haryana Chief Minister Manohar Lal Khatter in reply to media question said,though minimum qualification for group-D vacancies in government departments has been prescribed up to class XII, but there is no such rule or law to stop an applicant having higher educational qualification applying for the job require lesser qualification. He said, state government seriously looking into the matter to create sources of employment for those
youths failed to have higher education due to circumstances, however, Haryana Kaushal Vikas Mission has been constituted in the state to make efforts to prepare technically qualified youths having better employment opportunities in private as well as government sectors. He said, government is also introducing several ‘Start Up’ schemes for youths to enable them to earn livelihood.
