Chandigarh: Information reveals that as many as 117 teachers employed in colleges in Haryana state allegedly obtained PhD degrees from private, fake Universities are facing investigation against them, since such degrees suspected to be fake have been found not meeting the norms of University Grant Commission (UGC) . Information also reveals that on the direction of High Court Higher Education Department in the state had constituted a committee to start investigation as regard inspecting the invalid documents of such professors having such degrees with the Anti Corruption Bureau (ACB) in the state and take action against them allegedly producing fake, unrecognized degrees and take action against them or stop their promotions. The High Court also demanded immediate action in this regard to bring the truth. A hearing of the case in this regard in the High Court was also held on January 22 this year regarding action taken in this regard so far.
Information also reveals that the High Court raised a question over delay in submitting the report to the court in this regard by the Additional Chief Secretary Vineet Garg and Rahul Hooda Director Higher Education in the state, both apologized for the delay and assured immediate action in this regard. According to information, a requirement of a PhD degree is essential for the post of permanent as well as for the post of a professor on contract basis in a college. In the first stage, the investigation of nearly 2200 extension lecturers has been completed and a large number of extension lecturers having PhD degree from an unrecognized or a fake University were found, will have to leave the job. As a result of investigation going on several senior scales, selection grade lecturers are presently deprived of the increment demanding immediate investigation, action against them in this regard by CBI or an independent agency to bring out truth.
Preliminary investigation also revealed that large number of extension lecturers appointed in the colleges in the state have been appointed as guest lecturers in private colleges on the basis of such fake and unrecognized degrees between year 2007 and 2011, and many such guest teachers in spite of required ability were confirmed in their jobs under a policy during year 2014, in-spite of the fact they were not eligible and in most of the cases such teachers were having degree in a different subject when they are teaching in the college, although Bench of Justice Jindal in High Court had severely objected the same saying as a ‘back-door’ entry and the case is yet pending in Supreme Court of India decision in this regard.
