Jammu and Kashmir Director General of Police (DGP), R R Swain, said on Monday that the ongoing conflict in the union territory over the past 30 years has resulted in the loss of 45,000 lives. This figure includes 23,000 terrorists, 6,000 police and security personnel, and 12,000 civilians, among them individuals labeled as informers who were killed by terrorists.
Addressing concerns about the current state of local terrorist recruitment, DGP Swain highlighted that it is at an all-time low, with fewer youths joining terrorist ranks compared to 2013. Despite this positive development, he pointed out that terror camps and factories across the border remain active.
Speaking to reporters on the side-lines of the Implementation Ceremony of Three New Criminal Laws in J&K at Police Headquarters Srinagar, DGP Swain said that the three new criminal laws are balanced.
“These laws allow us to implement the rule of law in a much better way while keeping intact the public security, national security and national integrity,” he said.
The DGP also mentioned the ongoing efforts to recruit Special Police Officers (SPOs) from 22 villages in the twin border districts of Rajouri and Poonch, which have been severely affected by terrorism. The initiative follows the recent announcement to reinforce village defense groups and SPOs in Jammu and Kashmir.
