LG approves CDV deployment over anti-pollution measures; bus marshal scheme remains in limbo

New Delhi: The clash between the Delhi government and Lieutenant Governor (L-G) VK Saxena over the deployment of Civil Defence Volunteers (CDVs) is intensified, leaving the Bus Marshal scheme in limbo. While the L-G has approved the redeployment of CDVs for anti-pollution measures, Chief Minister Atishi called for their reinstatement as Bus Marshals to ensure women’s safety on public transport.

On Wednesday, the L-G’s office announced the approval for CDVs to assist with anti-pollution efforts from November 1 to February 28. “To mitigate air pollution, I approved the proposal to call out all CDVs for up to February 28, 2024. Their services will only be used for air pollution prevention as per the DPCC plan and not for any other department or work,” the statement read.

However, the Delhi Cabinet has pushed back, urging the L-G to prioritize the reinstatement of Bus Marshals. CM Atishi underscored the scheme’s importance, stating, “The Bus Marshal system is crucial for women’s safety. Since it falls under the L-G’s jurisdiction, it is his responsibility to implement it. Until a permanent policy is created, Bus Marshals should be reinstated as they were before October 31, 2023.”

The Cabinet has also proposed utilizing CDVs as Bus Marshals temporarily, highlighting their experience in the role. “The safety of women cannot be delayed while we wait months or years for a policy. The Delhi government is ready to bear all financial responsibilities for the scheme’s continuation,” Atishi added.

The conflict stems from the L-G’s demand for a formal policy governing the Bus Marshal scheme, which has caused delays in deployment and payment to CDVs. The Delhi government views the issue as a matter of public safety requiring immediate action.

With no resolution in sight, the uncertainty affects not only the livelihood of thousands of CDVs but also the safety of women commuters across Delhi. The stalemate underscores the growing tension between the L-G and the AAP government over governance and administrative control in the capital.
