Mystery of tehsil Tatipur remain dumped in files for 15 years with hundreds embezzlements

Ambala : Irregularities in property registration cases in tehsil offices in Haryana state have been attracting headlines in the newspapers quite often, which also include a case related to a fake tehsil Tatipur in Gwalior district in Madhya Pradesh, which in fact does not exist but large number of property registration cases were finalized in different tehsil offices in Haryana  Haryana tehsils during year 2005 to 2013 in which large number of property registrations were finalized on the basis of fake Power of Attorneys prepared at Tatipur tehsil on the basis of fake signatures and stamps, whereas in fact no such tehsil exists. Investigation reveals that 281 cases property registration were reported at Ambala, 138 cases reported at yamunanagar, 65 cases reported at Kurukshetra as well as many such cases were also  reported in other districts across the state which benefited large number of property dealers, brokers and staff working in in tehil offices in the state.

Surprisingly, the state government failed to prove if the power of attorney issued on the basis of fake documents from tehsil Tatipur (which does not exist in the country) in the past about 15 years and related property registration files were dumped without action. During 2008, state vigilance department had registered cases against 28 persons involved in this scam in-spite of the fact the sellers as well as the buyers were ignorant about conspiracies in such fake property registration cases, and as many as nearly 70 witnesses were also produced in the court to record their statement, who stated that they were not cheated and the case was moved to the Punjab and Haryana High Court for further hearing in the case which refused to cancel all registration of properties as decided by the district courts, since those got their  properties registered had objected saying that they were at no fault. Moreover, there was no revenue loss to the government in these registration cases finalized on the basis of fake power of attorneys and as many as 25 persons alleged accused in the case were also acquitted by the High Court in the absence of sufficient evidence against them.

Information revealed that State Vigilance Bureau started investigation against as many as 25 persons involved in the case as well as nearly 15 officers suspected involved in irregularities in property registration cases of properties had sale-purchase of value worth hundreds crore without verifying the registration documents, including the power of attorney issued from Tatipur tehsil in Gwalior district from where such a large number of power of attorneys were issued if exist for which chargesheet was issued to these officers, but in the absence of sufficient evidences state vigilance bureau took no action against them except serving them a warning. However, a departmental investigation was ordered against more than 15 officers involved in this case by the state government just for an eye wash, as alleged
