Need for immediate modernisation of police department

In a letter to Manoj Yadav Director General Police (DGP) Haryana, Cabinet Home Minister Anil Vij expressed un-satisfaction over various decisions taken in a meeting on November 13, 2019 held in the office of state police headquarter at Panchkula as regard reforms in police working and welfare of staff infrastructure in the state and no action taken so far although about three months have passed. Earlier, Vij had raised question over working of 13 senior police officers in the state when observed in public grievances meetings maximum number of complainants made by complainants were related to police working. Vij directed DGP to take immediate action on nearly 10 points discussed in November 13 meeting and when asked by media persons said that it was merely a letter in official routine to bring immediate implementation of decisions taken in the meeting in presence of Home Secretary, which included as following:

  • Police investigation in serious crimes should be similar to those taken during CID crime patrol serial crimes.
  • Face-lifting of all police stations in the state equipped with modern arms required in a hi-tech police station.
  • Modernisation of police forensic laboratory at Madhuban (Karnal) along with mobile forensic laboratories in the state police department.
  • Police officers as well as other staff not to be engaged in any duty other than related to police duty.
  • Developing a separate Narcotic Bureau in the state.
  • Constitute police welfare society for police personnel and also make provision for food to police personnel while on emergency duty.
  • Constitute a committee to take decision as regard salaries of police employees in Haryana state at par with police employees in Punjab state.
  • Up-gradation of all police stations in the state and also undertake face-lifting of all police stations.
  • Attempt for police-public friendly relationship in police department.
  • To provide training to police personnel to operate all types of modern arms.
  • Transparency as well as corruption-free working in police department.
  • Identification of separate parking stands for cycle=riksha, auto three-wheelers, taxis and buses in every town in the state to meet traffic jam situation.

When talked to Anil Vi as regard increasing criminal cases in the state, he said control over increasing drug smuggling and crimes against women in the state is among his top priorities. He expressed deep concern over increasing cases of crimes against women mainly dowry demand, dowry deaths, torture, rapes and murder cases in the state in past three years. Vij disclosed that past two years crime scenario in Haryana state reveals that criminal cases including thefts, dacoities, sex exploitation and kidnappings has witnessed decline in this period and police department in the state is trying hard to curb such crimes in future. Vij disclosed that while looking at the past two years crime graph increase in murder cases has been identified by 2.54%, rape cases by 13.04%, robberies by 4.62%, dowry deaths by 10.71% and female torture cases by17.27%. He said, on the other hand drop has been seen in case of kidnapping cases by 14.70%, dacoity cases by 20.10%, thefts  by 4.45%, violence at public places by10.69% and sex exploitation cases by 9.63%.
