New criminal laws in Haryana: Now 12 types of criminals will be handcuffed

The right to handcuff these 12 criminals are: crimes against the state, organised crime, NDPS Act offenders, habitual offenders or absconded from custody, crimes related to terrorism, crimes related to arms and ammunition, murder, rape, acid attack, human trafficking, sexual crimes against children and counterfeiting of currency notes.
Chandigarh: Haryana police Director General (DGP) Shatrujit Singh Kapoor  held a meeting with all senior police officers on implementing new criminal laws and sent letters to all the SPs to control crimes in the state.  The police can now handcuff criminals during their court appearance. Under the new laws, the police have got the right to handcuff 12 types of criminals including involved in organised crime, NDPS Act offenders, habitual offenders or absconded from custody, crimes related to terrorism, crimes related to arms and ammunition, murder, rape, acid attack, human trafficking, sexual crimes against children and counterfeiting of currency notes. DGP issued letters to all SPs in the state and provided training for this to the policemen deployed at the ground level. Earlier, the police had to obtain permission from the court to handcuff any criminal.

The Director General of Police Kapoor said in the letter that Section 43 (3) of the Indian Civil Security Code (BNSS), 2023 has a provision for the police to handcuff criminals during their appearance, keeping in mind the nature and severity of the crime. Under the laws, if a criminal repeatedly commits a crime or has escaped from custody, he can be handcuffed. Apart from this, handcuffs can be put on the hard core criminal activities ranging from terrorism, drug addiction, arms and ammunition, rape, murder, acid attack, sexual crimes against children to crimes against the state.
