Rice miller involved in Rs 12.44 crore fraud arrested

Karnal police station on the complaint of Economic Crime Cell Haryana arrested a rice miller Surinder Parkash Narang on 16th June 2022 from Solan in Himachal Pradesh having rice mill in the name of Evergreen Overseas Company at Niloksheri in Karnal district allegedly involved in fraud for amount worth Rs 12.44 crore towards non-supply of about 29112 quintal stocks of rice of value worth Rs 12.44 crore after milling to Food Corporation of India (FCI).

The rice was not returned by the rice miller after milling 8197 Metric Ton paddy crop allotted to rice miller during year 2020-21and the rice miller avoided to return rice stocks to FCI after milling for one reason or the other delaying delivery of rice stocks for a long period caused financial loss to FCI for amount worth Rs 12.44 crore since the rice mill delivered only25810 quintal rice after milling in stead of 54922 quintal rice after deduction of 33% loss incurred during milling as per agreed terms and assured to complete supply remaining quantity of rice stocks within a month or so but to no result.

Food Supply Department in the state deployed Ashok Kumar Inspector to rice mill at Nilokheri for physical c verification of stocks on June 14, 2021who during physical checking of rice as well as paddy stocks observed that there was no rice as well as paddy stock in the rice mill, however there were bags filled with paddy crop wastes and for an eye wash only upper two layers of bags were filled with sub-standard quality rice as such a cheating case was registered against rice mill with Butana police station under sections 406, 420 IPC which started search for  prime accuse Surinder Parkash Narang but failed to find any clue about him in-spite of several raids since he was found absconding during police raids.

Finally, police arrested Narang from Solan in Himachal Pradesh on the basis of a clue and produced him in the court at Karnal remanded him to police custody.  During police investigation, Narang admitted crime and disclosed that there are also other sleeping partners in the firm equally responsible in embezzlements of rice stocks as such police has started search for the arrest of other partners involved in this fraud. Narang admitted, paddy crop waste was filled in bags prior to physical checking of rice stocks and only upper two layers were containing cheap quality rice for an eye wash. During investigation he admitted staying at Solan to avoid arrest.
